Transportation Carrier Portal (TCPortal)

Starting June 18, 2021, insurance companies and brokers are required to make their insurance filings for transportation carriers using the Transportation Carrier Portal (TCPortal).

Insurance Requirements

Per Public Utilities Code Section 5391, passenger carriers are required to procure, and to continue in effect during the life of the permit or certificate, adequate protection against liability imposed by law upon the charter-party carrier of passengers.

Failure to maintain adequate or current insurance policies will result in suspension or revocation (if not corrected within 90 days of the suspension date) of your operating authority.

Resolution TL-19105 requires that information relating to vehicle liability and workers' compensation insurance policies for motor carriers of passengers be filed with the Commission’s License Section in electronic format. Insurance companies, brokers, agents, and authorized insurance representatives may visit our Insurance Electronic Filing (E-Filing) page for information about the Commission's insurance e-filing requirements and to access Insurance Electronic Filing website.

General Order 111: Passenger carrier insurance requirements for Vessel Common Carriers

Resolution PE-498: Authorizes the Executive Director to suspend or revoke the operating authorities of passenger stage corporations and charter party carriers of passengers for lack of insurance and failure to file tariffs and/or timetables, and to provide for reinstatements.

Resolution PE-2272: Extends reinstatement period of suspended or revoked passenger stage corporations and charter-party carriers of passengers from 60 days to 90 days.

Resolution TL-19105: Requires information relating to vehicle liability, cargo, and workers’ compensation insurance policies for motor carriers of passengers and household goods be filed with the Commission’s License Section in electronic format.

All for-hire carriers are required to have the Personal Liability & Property Damage (PL&PD) Endorsement (Form PL-912) have attached to their insurance policy.

Liability Coverage

All for-hire passenger carriers are required to file evidence of liability coverage. Refer to the corresponding General Orders above for minimum limit coverage by type of carrier.

Insurance policies are effective until canceled in the TC Portal. To cancel a policy, your authorized insurance representative must file a cancellation no less than 30 days prior to the cancellation date.

Workers' Compensation Coverage

All for-hire passenger carriers who employs workers in its operation must submit evidence of workers' compensation coverage by filing proof of Workers' Compensation online. Refer to this Info Sheet for Employees and Workers Comp Codes.
